Paradis Mitigation Bank

From Energy Production to Environmental Restoration

Location: South-Central/South-West Region: Louisiana

Project Summary: After more than seven decades of energy production for the Nation, the 7100-acre Paradis Mitigation Bank will protect, restore and enhance wetland functions and values of the Lower Mississippi Valley.

Resource Challenge

Over the past 70 years, the Paradis Field has produced more than 149.4 million barrels of oil and 49.5 billion cubic feet of natural gas for the nation’s energy needs.  The natural gas produced to date would supply all the residential customers for the state of Louisiana for over 11 years.

Examples of Key Partners
Chevron, Mississippi River Trust, U.S. Army Corps of Engineers (New Orleans District), U.S. Fish & Wildlife Service, Environmental Protection Agency and the Louisiana Department of Wildlife and Fisheries.
Results and Accomplishments
 After evaluating various alternatives for the property, Chevron opted to enhance, restore and protect the ecological functions and values of the former 7,100-acre oil and gas field through the development of the Paradis Mitigation Bank, one of the Nation’s largest wetland mitigation banks.  Through an interagency agreement with the Mitigation Bank Review Team (U.S. Army Corps of Engineers), Chevron’s property will enhance, restore and protect 7,100 acres of diverse and important palustrine emergent marsh and forested wetlands in the Lower Mississippi Valley ; both of these wetland types are wetlands of national concern.  Chevron’s property will:
  • Provide linkages with the Partners in Flight, U.S. Shorebird Conservation Plan, North American Waterbird Conservation Plan and the North American Waterfowl Management Plan.  The project area has been internationally recognized for its wetland functions and values and for the conservation of migratory birds by the Partners in Flight Initiative.  The Lower Mississippi Valley is a component of the Conservation on Wetlands of International Importance;
  • Provide breeding, migration and wintering habitat for mid-continental populations of neotropical songbirds, shorebirds and waterfowl species;
  • Increase the assimilative capacity of the watershed by increasing the moisture gradient throughout the project area;
  • Create overland flows to enhance water storage and water quality by naturally filtering sediments and human-related nutrient loading from upstream sources;
  • Increase particulate organic matter and lower level consumers into the water column for downstream, detritally based estuarine resources;
  • Increase edge to area ratios for ecotones and biological diversity;
  • Decrease forest fragmentation in the Lower Mississippi Valley ;
  • Increase habitat for the federally-listed bald eagle, wood stork and Bachman’s warbler; and
  • Sequester carbon (approximately 3 million tons) rather than producing greater amounts of green house gases.
Innovation/Highlight

The Paradis Mitigation Bank, one of our Nation’s largest wetland mitigation banks, will enhance, restore and protect wetlands of national and international importance, improve habitat for federally listed species and improve water quality. It will significantly contribute to President Bush’s goal of a net increase in 3 million acres of wetlands.
